I am not familiar with those tournaments.  I am guessing the NCCAA stands for the National Christian College Athletic Association?  How do D3 teams get invited to those tournaments?

So they are dually associated with the NCAA-D3 and the NCCAA?

Yes.  While not the norm, dual memberships (including w/ NAIA, etc.) are not uncommon.

They just have to declare which tourney they wish to be in, which is normally the NCCAA (or NAIA).

In the case of the NAIA, a dual-member school needs to declare at the start of the season whether it will compete for the NAIA tournament or for the NCAA-D3 tournament. In the case of the NCCAA, this is not necessary, since the NCCAA does not have a preseason deadline. In other words, a school that is a dual member of D3 and the NCCAA can aspire to make the D3 tourney and then choose to participate in the NCCAA tourney as a consolation prize if it does not qualify for the D3 tourney.
