APU, like all NAIA schools, is capped at 24 full scholarships, not 36. They are allowed to allocate the $ equivalent of those 24 schollies any way the school and coaches want. In 2005, APU only used 14 scholarships and distributed that amount among about 54 players. I believe only a handful of NAIA schools use all 24 scholarships - 4-time NAIA champ Carroll (Mont) is among them.
