I'd wager that SCIAC teams hate having to travel to MN/WI in November/December more than MN/WI teams would hate to travel to California. For what it's worth, it's 65 and sunny in central MN right now, but they're predicting highs in the 30s and snow for the weekend.
A second SCIAC team will be happy to travel anywhere.
A second SCIAC team would almost certainly travel about 30 miles to play the other SCIAC team in Round 1.
