Referees are assessed at least once a year by a trained, certified assessor who has a lot refereeing experience, though not currently refereeing college games. Assessments are performed to ensure that there is a consistent, acceptable level performance by the referees under review. It reviews all referee and assistant referees at a game. BTW, this is not a free service. The referees of that game pay for it. The assessment is a little more than a evaluation of a ref's good and bad calls. It can deal with game management, correct application of rules, Ref/Assistant Refs interaction, demeanor with players, etc. The desired outcome is that every game is refereed in a manner that is as consistent, fair and safe as any other game.
Coaches are always welcome to provide "constructive comments" about a refs performance. But too often these comments become complaints about one call or another. A college level coach really doesn't have the time to provide feedback unless there is an especially egregious complaint. Coaches start preparing for future games immediately. But if a coach provides feedback, it is carefully reviewed. And, if you are wondering, ref's and ARs do go over their game and prepare comments, if necessary. Most comments concern Y and R cards.
Also, referees, regardless of the level, are organized and managed by associations that negotiate fees and performance expectations with their customers, like the NCAA. A referee's assessments, training, certifications, physicals, etc. are important part of associations' commitment to their customers. Associations and their customers definitely value their relationship with each other.
