Rule Changes and Player Safety?

I was reading today about the NFL changing some kickoff rules (yes they are still discussing things like this despite the season being questionable still)
Anyways
It was saying that the kickoffs will be moved to the 35 and that the cover team must stay within 5 yards of the ball before it is kicked....as in eliminating LONG running starts. Does anyone think this will improve safety? Will these rules be a part of the NCAA in the fall? What else can be done to prevent catastrophic injuries?

As far as I know the NCAA is not instituting these rules. At least not for the upcoming season.

I think it will have little effect. Kickoffs will be safer because there will be fewer run backs and more touchbacks with the kick moved up 5 yards but as far as safety in each individual run back I don't think this will have much of an effect.
