Do any of the pre-season polls look at who has graduated and/or been added, or any other forward-looking info (eg, change in coach, 2017 schedules), or is it all based on a look backwards (2016 results)?

And are freshman ever impact players?

They will not look at graduations. The preseason poll is typically just a reward for the previous season.

Yes, there will be tons of freshman throughout the country who make an impact on nationally ranked programs. While it's certainly not the norm for freshman to make a huge impact, it happens very often.
