Just checked their schedules and all 4 cancelled games are on September 19th.

If those schools desire to play a full 10 game regular season schedule and their administrations are okay and supportive of such, then I think, in view of the current crisis/situation this year,  that arrangement would be a viable option.

Easy enough, the teams that host their regular season match-up in 2020, goes on the road for the 'non-conf' game.  Match-ups determined by coin flip IMO. 

The North Star has played home-n-home games with conference rivals for years.  They designate which games will count in the standings and which won't before the season starts.

Lots of dominoes yet to tumble, IMO, that could result in a more desirable N-C game on that date. My hunch is a few UMAC, MIAC, MWC, NACC and CCIW teams will be looking to fill their N-C schedules due to cancellations as well.

Cursory glance at the leagues and respective teams mentioned shows full slates of games on Sept 19. The exception being the MWC, with Lake Forest @ Anderson. Looks like it's MWC, WIAC or bust for driveable d3 games that weekend. Most conferences are in their first or second week of conference play on Sept 19.

I really doubt we'll see that though obviously anything is a possibility.  However it was very unpopular with the coaches I've spoken with.  The league could force it on them but I don't believe they'll do it voluntarily.  Particularly this coming season when not all of the league's team have the problem.  It's likely other leagues in the area will experience similar problems and it's more likely we'll match up with them rather than ourselves.

This is NFL related, but still has the trickle down effect I would think to the collegiate level. If we are talking "bubble", I don't see how that can play out in a campus setting.

After the Stagg Bowl I'm not sure anybody wants NCC if they have the option.

I'm trying to remember when was the last time a conference had the #'s 1 & 2 teams? I know D3 rankings aren't out, but I assume they will be top four at worst.

The Street and Smith article was written by D3's Keith McMillian and those were his rankings of the top 25. He was clear on post Stagg podcast that those were his #1 and #2 but I don't think all the other D3 Panelists shared his view. I'd be surprised to see them 1-2 in the D3 poll, but they are both likely top 5.

Finally, they've made a decision, as relayed to me from a friend in Canada:

The NCAA has announced that college football games this Fall will be
restricted to schools located in states with a low incidence of CoVid-19
cases and deaths.  The  states meeting this standard are Alaska, Hawaii,
Idaho, Maine, Montana, New Hampshire, North Dakota, South Dakota,
Vermont, West Virginia, and Wyoming.  The Associated Press has released
its revised pre-season rankings which have West Virginia at number one. 
The Mountaineers were just 5 and 7 last year but they are the only
eligible school from a Power Five conference.  The North Dakota State
Bison and Boise State Broncos also received first place votes.  The new
Top Ten for the 2020 season is as follows:

1.  West Virginia Mountaineers   5-7

2.  Boise State Broncos 12-2

3.  North Dakota State Bison 16-0

4.  Hawaii Rainbow Warriors 10-5

5.  Montana State Bobcats 11-4

6.  Wyoming Cowboys 8-5

7.  South Dakota State Jackrabbits 8-5

8.  Marshall Thundering Herd  8-5

9.  Montana Grizzlies 10-4

10. Dartmouth Big Green 9-1.

Others receiving votes:  Idaho Vandals, New Hampshire Wildcats, North
Dakota Fighting Hawks, Maine Black Bears, South Dakota Coyotes.

The NCAA also made these announcements regarding the upcoming season. 
Ohio State University's proposal to create a branch campus in
Burlington, Vermont was rejected.  The application of 38 Clemson players
to enter the transfer portal was denied.  Lou Saban's threat to have
Alabama secede from the Association received a mild reprimand.

Vermillion SD will be the site of this year's national championship game
on January 5th.  The game will be billed as the Dial Soap Anti-bacterial
Hand Sanitizer Bowl.
