Always carry a heavy-duty set of jumper cables... no matter how new your battery is.
Cat litter works about as well as anything to melt snow and/or get traction.
A shovel is a good addition to your trunk for the winter. 
"No-freeze" windshield washer fluid is a plus... but it'll still freeze if it gets cold enough.
Keep a bottle or 2 of Heet in the car also if you wanna flirt with anything under a half tank of gas.

Don't accelerate too quickly and don't slam on brakes is also a good idea ;)

My Canadian brother-in-law also says to keep a blanket, a candle, matches, and chocolate in the car.

Put gas in the car whenever the tank gets near 1/2 full/empty depending on your point of view. 

Remember you need to have the car running with defrost on WHILE you are scraping the windshield.  Doesn't work as well if you scrape before hand. 

If car absolutely won't start...bum your girlfriends car!!!

Methinks the roofing jobs may be slow in December! ;)

Unless the car has ABS, pumping brakes is also wiser than 'slamming 'em on'.

Otherwise, can't think of anything others left out.  Except, perhaps, consider the possibility that any other driver on the road might be some warm-weather 'idiot' - so drive defensively! ;D

In all seriousness- At most hardware stores you can find a winter weather driving kit that is all in a small bag and has about everything you would ever want and then some.

As a Dad of college age kids, the 2  other things I would add would be to remind him to park with front AWAY from the North/NW winds and to have a "road side service" policy. AAA or something like that

.... or have him move to Waverly and he can park it AEN garage ;D ;) ;D

Adding to what's already been offered, Californicaters in Iowa would do well to avoid downtown Cedar Rapids after big snowfall events. Even locals have trouble navigating the "windrows" of snow in the middle of the one ways. Eby Fieldhouse can be hazardous to visitors as well.

My best advice to someone who has never driven in winter conditions is to go tp an empty parking lot after a snow and do some donuts. Learn what makes the car spin and how to stop it. While driving in bad weather, be gentle starting, stopping,and steering, and keep a lot of space between yourself and other cars. And if all else fails, the beautiful woman works great.
