I don't know if it's been changed, but in the past the decision to participate in the NCCAA postseason tournament has not been an obstacle for any NCCAA program that has dual affiliation. That is to say, unlike the NCAA or the NAIA, you didn't have to burn your bridges to your other affiliate when you declared yourself eligible for the NCCAA postseason, and the NCCAA was happy to let you in as a consolation prize for your program if you failed to make either the NCAA or NAIA tournament.

But does the NCAA allow those who already declare for the NCCAA tourney into their party?

I think so, because the NCCAA does not demand exclusivity the way that the NAIA does. And I've never heard of a case of an NCCAA/NCAA dual affiliate turning down the latter's tourney in order to participate in the former's.

I guess the FINAL RULING is:

If they are provisional,  they don't qualify. Otherwise, if the NVAA deems them worthy, so do we.

I still don't think Pine Manor is an official team and believe they are a club team. I'll try and find out more later today.

Plattsburgh's Coach Curle knew he'd win the game by a huge margin and he was fine with that until he found out that it wouldn't count as a game because of Pine Manor's club status. That's when both SUNYAC schools cancelled their games. Beating up on a D3 team that's not very good is one thing but if the win doesn't count as a win then what's the point?
The Buffalo St thing is back on according to Buff St. The "tournament" is now a 3 team round robin Nov 20-22 between Buff St, Point Park, and Pine Manor

I've read absolutely nothing about them being a club team and don't see why they would be considered as such. They're a full fledged D3 school starting a mens basketball program. I don't see them being any different than Wilson.
According to their website it's listed as a varsity sport like all their other sports.

Similarly, St. Norbert von Gennep (1080-1134) never actually owned or possessed in any way the school in northeastern Wisconsin that's named after him. ;)
