I don't know what board to find independent Wesley, but I'm looking at their website and they do have a tough time of it to schedule DIII games. Still, they are going to be rated high.

Alfred State, their site lists them as NJCAA (junior college)  having been accepted into the NCAA.

Virginia-Lynchburg,(USCAA) is a national organization for the intercollegiate athletic programs of 82 mostly small colleges, community colleges and junior colleges, across the United States.

Charlotte (no explanation)

  Not sure what "no explanation" was referring to, but this will be the first year for Charlotte's program; they will be playing as an FCS independent this season before moving up to FBS and joining Conference USA in 2014 or '15. I suspect that they were looking for games anywhere they could find them and figured a good D3 program would give them a competitive game they would have a decent chance of winning.
  For Wesley the thinking was probably that they could get a game against a D1 program, snag a decent monetary guarantee and sneak away with a win before the 49ers figured out what they were up against.

The Wesley schedule just said 'Charlotte'.  I eventually found the Wesley people on the board they use and gathered they are playing a University of North Carolina, Charlotte, a first year Division I school.
