As far as Minnesota/Wisconsin it was Minnesota that was on the wrong end of the deal.   They're the ones that threatened to pull the plug.

No it was not.  With UWP being so close to the two borders it strictly was set up to increase overall enrollment.  UWP is very strong in their engineering department, which is probably (total guess) the largest department on campus.  Education majors are a strong point as well.  The university wanted to increase overall enrollment by 2000 students over a 10 year period.  Here is the info on TSI from UWP's website.

Thanks for the clarification.   I knew engineering was involved in there somewhere but didn't know the program was as broad as it is.

Depends on your perspective on whether Minnesota was getting the bad end of the deal.

The Wisconsin-Minnesota deal essentially paired schools with each other.  For example Twin Cities and Madison, Mankato and UWM ... If a Wisconsin resident chose to go to Mankato he/she would pay what they normally would pay to go to UWM and vice versa.

It is true that a Minnesota resident going to Mankato was paying more than a Wisconsin resident going to Mankato.  But ... the states settled up the aggregate amount of those differences ... meaning the state of Wisconsin sent a check to Minnesota for the difference in tuition.

Additionally state property taxes in Wisconsin are higher meaning more of our tax money is going to support a college system.

It was enough of a deal at UW-Superior to get the faculty talking about the devastating loss of students here if the deal didn't get fixed.

This was the crux of the problem.  Minnesota was sending Wisconsin a whole lot more money than Wisconsin was sending them.  If your perspective was Minnesota's you were getting a very bad deal.  Even Wisconsin regents concede Minnesota was getting the short end.

I think I needed to say that for my own health.  In reality, the whole Favre thing is annoying. 

I have no problem with Favre playing this year, had he only NOT retired in the first place.  In fact, I was surprised he did announce his retirement after coming so close last season.  But, for him to cry on TV and retire, letting the Packers "move on" and draft TWO quarterbacks and anoint Aaron Rogers the starter, and THEN decide he wants to come back (sources saying that), is too much of a soap opera for me. 

The Packers are in a no win situation.  What do you do, tell Favre, "No"?  If you say yes, Rogers won't want to stay.  Trade Favre?  I don't see Favre playing for another team, but then again, I don't think any Dallas fan saw Emmitt playing for another team or Jerry Rice playing for another team or Joe Montana playing for another team. 

Things would be so much easier if Favre just came out and said, "Yes, I want to return," or "No, the rumors are wrong, I like mowing my lawn"...but he has yet to speak publicly and holding Wisconsin hostage.

Anyway, Favre's non-retirement retirement and Cristiano Ronaldo's transfer saga to Real Madrid have gotten me in a sour mood lately, so posting my sarcastic remark helped a little, and of course, made all of you laugh.

BW, I'll send you a different keyboard if it's still sticky from the coke...
