I think the difference between what you are counting toward your 21 hours is different to what SJU counts.  Practice at SJU is actual football practice, ie, practicing plays.  Lifting weights?  If you do it, that could be considered practice for lifting weights, but not practice for football.  Film?  When you review it, that would be considered reviewing film, but not practicing football.  Running?  Balance practice, but not football practice.

And in terms of the No's, SJU benefits from a self-perpetuating culture of excellence.  There are so many good players who are motivated to join the program because they know they are expected to be adults, that Gagliardi has the 'luxury' of working with adults.  And when you work with adults, you don't have to blow whistles, or waste practice time on calisthenics, or drill basic skills like tackling.  Adults will take care of those issues and maintain their own discipline.  There may be no mandatory weight-lifting, but those that don't do strength training are rarely strong enough to make the grade.  See how it works?

Of course, there is the final argument: results can not be disputed.
