Albion's policy is being driven by panic. It's not sound decision-making. And if you can't spot institutional BS, there's not much else to say.

Also: of course the families like it. If my local restaurant started offering free food in the midst of this crisis as a way of bringing people curbside, it would be good for me and my family, but probably bad for their business model.

Not sure you can call this panic right now. Probably thinking a bit down the road and reacting now instead of waiting. Panic would be maybe this summer or even next academic year and throwing everything and anything. But what Albion has announced isn't something new for a number of institutions who are making similar decisions...

But the money has to come from somewhere. You can't panic, offer free anything, and hope to survive.

I'm going to side with the institution having a plan and someone behind it. Albion isn't exactly known for being a bottom-of-the-barrel institution.

A couple important notes:
1. This covers tuition and fees, but not room and board. According to the FAQ section on the Albion website, living on campus is a requirement for the program. That leaves a significant cost families are responsible for one way or another.

2. These programs typically operate on a "last dollar" basis, meaning they kick in to cover the gap after other forms of aid are applied. According to the Albion website, "Upon submission of the FAFSA to Albion College, the student must be eligible for the Federal Pell Grant to receive the Michigan 2020 Promise."

It seems to me Albion got a big donation to the scholarship fund and they're taking the opportunity to apply a lot of it immediately to take advantage of the current situation and mitigate the enrollment losses. I don't think it portends any more financial uncertainty than anyone else.

It was certainly a bold move on the part of Albion.

It will take a few years to know if the move worked.

40% of Albion students receive the Pell Grant, but that could shoot up this Fall if not managed properly.

I have to think that it has drawn a lot of attention to the school among prospective students.

From watching their hudl film, Calvin's recruiting class seems just average to me.  Not one that will get them competing for the conference again imo
