re: DVC you are right these seniors have a score to settle w/ susqwatch.... that point raised pbr's eyebrows as well re: dr. joy....one has to think the nefc would really have to step up and play top competition and do very well before they would get a #1 seed....but who knows what goes on behind those closed doors

Ravenstahl said he wants to impose a 1 percent tax on tuition
paid by students at the city's seven colleges and universities.
USA Today said Monday that Ravenstahl is adding the tax
plan to his 2010 budget and the proposed tuition tax has
already drawn opposition from at least one local education
official.
"He calls it a fair share tax. We call it an unfair
tax," Carlow College President Mary Hines said, referring
to the mayor and his tax plan.
Hines, who is also head of the Pittsburgh Council on
Higher Education, said the tuition tax could also impact
Pittsburgh's appeal to potential students in the future.
"We want them to realize they are coming to an
exciting city that will welcome them with open arms. This does
not do that," she said.
The student cost of the tax plan, which comes as
Pittsburgh is facing a $15 million budget gap, could range from
$20 for Carlow College students at Carlow College to $400 for
students at the pricier Carnegie Mellon University.
"It's a new and untapped potential source of
revenue," Terry Hartle of the American Council on
Education told USA Today of the tax plan.

Time to impose this on the Alfred schools.  Pep and the rest of the townies are raising their taxes by 2.5% but sticking those of us in the village with a 3% hike.  Gotta move that cost over to the students!!!

I have to say, I'm not loving this Fantasy Football jazz.  

First of all, there are times I have to root against my team or guys I like.  Secondly, F'ing Jay Cutler nearly killed me this week against the weakest team in my league (I had been rotating with Joe Flacco all year, but I put in my waiver and am picking up Kurt Warner for the rest of the year).  I'm down by a couple of pts, but the other guy is done and I've got Ray Rice going against the Browns tonight, so I'll pull out the 70 or so to 65 win - ugly.  Third, LT, Marques Colston, Brandon Jacobs and Jason Witten are all overrated pieces of dogs**t.  I'm dropping Witten and Jacobs for Brent Celek and probably Justin Forsett (assuming J Jones is out for a few weeks).  

I'm 6-2 winning the league, but even A Peterson and A Johnson haven't really had those big games.  I'm sick of watching the other teams have guys like Chris Johnosn, MJ Drew, etc. go off for 30pt days and I have been scraping by (and winning, admittedly) with a even balance where everyone gets 9-14 pts.  Thank god for Ray Rice.  That dude is a stat machine, sometime even pulling garbage stats out late.

He's been fantastic....plus I don't have to look at his mom any more wearing his Rutgers helmet in the stands.

Postal Service Lost $3.8 Billion on Volume Decline (Update1)

Nov. 16 (Bloomberg) -- The U.S. Postal Service said its deficit widened by $1 billion to $3.8 billion in fiscal 2009 and is likely to balloon to $7.8 billion next year if it's not permitted to reduce delivery days or reduce other expenses.

The service said it had net income of $896 million in the fourth quarter ended Sept. 30, after a one-time gain because it received permission from Congress to defer a retiree health benefit payment. That compared with a $1.7 billion loss for the comparable quarter a year earlier, the agency said today.

It forecast a revenue decline of $2.2 billion in fiscal 2010, leading to a net loss of $7.8 billion if there are no money-saving changes.

"Our 2009 fiscal year proved to be one of the most challenging in the history of the Postal Service," Chief Financial Officer Joseph Corbett said in a statement. "The deep economic recession, and to a lesser extent the ongoing migration of mail to electronic alternatives, significantly affected all mail products, creating a large imbalance between revenues and costs."

The Postal Service said this month it will charge 3.3 percent more next year for Priority Mail while holding the price of a stamp unchanged at 44 cents.

Operating revenue for the year fell to $68.1 billion, compared with $74.9 billion in 2008, the postal service said. Total mail volume dropped 12.7 percent in 2009 to 177.1 billion pieces, it said.

The agency got congressional permission to fill a budget hole by deferring $4 billion in payments that had been due by Sept. 30 for a retiree benefits trust fund.

Pep was thinking the same thing. This is a brilliant idea. 90% of property within the Village of Alfred is educationally tax-exempt, meaning the owners of the remaining 10% of property within the Village pay the property taxes. Mind you, the University has PILOTS in place for income-producing properties such as the Saxon Inn, and PILOTS for former Greek housing now owned by the University, but neither AU nor Alfred State College, in Pep's opinion, does enough.

Of course, the tuition tax should be collected by the colleges and handed over to the Village (and Town, as well) as a means of "Revenue Sharing."

And what about the for-profit eateries on the ASC campus? Shouldn't the licensing of a for-profit franchise on the campus of an educational institution also include some form of property taxation for generating a profit on tax-exempt property?

Some things to think about while Pep is driving through a dismal downtown that once was bustling with businesses.
