Does Hope not play the lowest seed available?

The brackets are set up so that the #1 seed would not have to play the #2 or 3 seeds until the final, regardless of the outcomes after the first round.  Therefore, the winner of the 1 vs. 8 game always plays the winner of the 4 vs. 5 game.  As KS said, they don't re-seed.
