 Don't think there is a top seed in the multi-division conferences; division winners probably get equal seeding in the conference tourney.

I believe the ASC is the only conference that doesn't always declare a top seed, but you can usually figure it out by conference record.  Its rare both division winners end up with the same.

And if they end up with the same record, just make them co-champions.
